In delivering vaccines, pharmaceutical companies aided by monumental government investments have given humanity a miraculous shot at liberation from the worst pandemic in a century.

But wealthy countries have captured an overwhelming share of the benefit. Only 0.3 percent of the vaccine doses administered globally have been given in the 29 poorest countries, home to about 9 percent of the world’s population.

LA Times owner pledges $210 million to transfer vaccine technology to South Africa

Dr. Patrick Soon-Shiong, the billionaire biotechnology entrepreneur who owns The Los Angeles Times, announced on Wednesday that his corporation and his philanthropic foundation would commit an initial 3 billion South African rand (about $210 million) to transfer the latest technology for producing vaccines and biological therapies to South Africa, where he was born.

Companies there, he said, could then use them to make a second generation of vaccines to address variants of the coronavirus that might make current vaccines less effective.

Dr. Soon-Shiong spoke at an international meeting on the equitable distribution of coronavirus vaccines, diagnostics and therapeutics that was co-chaired by the director-general of the World Health Organization.

BRUSSELS — The calls began in December, as the United States prepared to administer its first batches of Covid-19 vaccine. Even then, it was clear that the European Union was a few weeks behind, and its leaders wanted to know what they could learn from their American counterparts.

The questions were the same, from President Emmanuel Macron of France, President Ursula von der Leyen of the European Commission, and Alexander De Croo, the prime minister of Belgium.

“How did you do it?” Dr. Moncef Slaoui, the United States vaccine czar, recalled them asking on the calls. “And what do you think we missed?”
