This is just follow-up info.I talked to some people who involved in the
recovery of the devastated area:

Since the railroads from Kansai (the west parts of Japan) through
Tohoku (the devastated area) has recovered, a large volumes of food and
water are being sent out to people in the area now.

On the other hand, batteries for radios (which are critical tools for
them to get information because of lack of internet connections)  are
in short supply.

Fuel and gasoline are also significantly deficient. It had snow today
and the area is still too cold. Also, because of lack of gasoline,
people cannot drive a car to get things from the evacuation centers..
