Bad weather returns to the worst affected areas affecting the distribution of goods. See United Nations Office for the Coordination of Humanitarian Affairs (OCHA) Relief Web

The report also quotes World Bank saying it will take Japan 5 years to rebuild what was destroyed by the big quakes and tsunamis.

5 years vs. other disasters
That World Bank estimate is interesting, given what we know of other disasters.
Haiti is 20 years.
Katrina is now over 5 years ago, allegedly 1/4 of way to a 20 year recovery.
If World Bank is correct, to what do we attribute faster recovery for Japan?
Perhaps 100% devastation then rebuild back better is less hassle than rebuilding around remaining structures, where there's lots of corruption, incompetence, and conflicting actors. Japan will decide what needs to be done, then do it, with some help. We hope.
